Photographs of the German and Soviet pavilions facing off at the Paris International Exposition in 1937 offer an iconic image of the interwar period, and with good reason. This image captures the interwar period's great conflict of ideologies, the international interconnectedness of the age and the aestheticisation of political and ideological conflict in the age of mass media and mass spectacle. [Figure 1] Last but not least, it captures the importance in the 1930s of what we now call cultural diplomacy. Both pavilions – Germany's, in Albert Speer's neo-classical tower bloc crowned with a giant swastika, and the Soviet Union's, housed in Boris Iofan's forward-thrusting structure topped by Vera Mukhina's monumental sculptural group – represented the outcome of a large-scale collaboration between political leaders and architects, artists, intellectuals and graphic and industrial designers seeking to present their country to foreign visitors in a manner designed to advance the country's interests in the international arena. Each pavilion, that is, made an outreach that was diplomatic – in the sense that it sought to mediate between distinct polities – using means that were cultural – in the sense that they deployed refined aesthetic practices (like the arts and architecture) and in the sense that they highlighted the distinctive features, or ‘culture’, of a particular group (like the German nation or the Soviet state).

This article investigates the creation and workings of the Disarmament Section of the League of Nations Secretariat. It shows that the Disarmament Section was an outlier of the Secretariat: supressed by the Great Powers, it had less autonomy than other parts of the administration, which from an early stage limited its bureaucratic practice to the production of information. This bureaucratic production created unreliable factual foundations for negotiations and unrealistic public expectations. Thus, the article argues that the troubled birth and administrative strangling of the Disarmament Section of the Secretariat should play a significant role in our understanding of the broader collapse of general disarmament. By making this argument, the article breaks new ground by introducing failure as an analytical category to understand the role and practices of international public administrations.

Historians often look for genealogies of nationalism in Austro-Hungarian and Ottoman imperial history. In this article, I use an inter-imperial framework to argue that the formative period of contemporary Eastern Mediterranean-European regionalism was the last five decades of these two empires. The diplomatic, economic and cultural relations between the two middle powers compose an alternative history to national narratives. I show that dualism (‘independence’ within empire) was an attractive imperial reform model for Ottoman Muslim intellectuals. I describe first a forgotten Egyptian-Ottoman dualist vision, and then I analyse the more well-known Arab-Turkish dualist plans up to 1921.

Situating itself at the crossroads of colonial history, international history and European history, this article examines the movement for colonial appeasement and the redistribution of African colonies in the 1930s from a frequently overlooked viewpoint: Portugal and its empire. Even though Portugal was not a principal actor in the discussion of colonial redistribution, the Portuguese empire was placed at the centre of these debates as a subject to be discussed. The article demonstrates that the great powers’ perception of Portugal as an inadequate colonial power was central to their strategy of colonial redistribution in an international context that espoused guarantees of territorial integrity to great and small states alike. In addition, it shows how Portugal entered the debate on colonial appeasement to promote a rhetoric of victimisation and bolster support for the dictatorship.

The emergence of a Soviet cultural diplomacy in the 1920s was hardly predictable. Bolsheviks’ propaganda for ‘world revolution’ reduced the image of Soviet Russia to one of Leninist-proletarian victory, while the rejection of diplomatic tradition and a distrust of artists and intellectuals precluded any commitment to cultural action abroad. This article explores how, when and why a Soviet cultural diplomacy developed. It focuses on two episodes related to the famine of 1921, including, based on new archival evidence, the First Exhibition of Russian Art in Berlin in October 1922. The exhibition's spectacular success paved the way for Soviet cultural diplomacy that moved away from overtly communist propaganda in order to address Western avant-garde literary and artistic milieus.

From horse dung to garlic, olfactory debates raged in interwar Poland. Smells are ubiquitous and substantially influence how we perceive the atmosphere of a given place. This article focuses on ‘smell affairs’ and olfactory sensibilities that were emerging in the city of Lublin in Poland after 1918. In particular, it addresses what Lublin's courtyard smells tell us about the condition, development and mindset of a Polish city at that time. On their way into the ‘modern’ era, Lublin's citizens began to complain about rural elements interfering with the ‘metropolitan’ character of Lublin as well as how ‘ethnic smells’ of fellow Jewish citizens would intrude upon the air of ‘their’ ‘Polish’ city. Poking one's nose into the air and the ‘smellscapes’ of the urban courtyard, one can observe what was regarded as a part, or not, of a modern city in independent Poland.

This article compares the party apparatuses of the National Socialist Movement of the Netherlands and the National Socialist Workers’ Party of Sweden. These two parties, founded in the 1930s, both to some extent mimicked the organisational model of Hitler's party in Germany. While this has been frequently noted, the deployment of this model in practice has not been analysed in any detail. The article explores the specific characters of the Swedish and Dutch fascist party organisations diachronically vis-à-vis propaganda, member activism and internal cohesion, highlighting their changes, successes and failures. The comparison reveals that the party apparatus was highly dependent on the specifics of national infrastructure, demographic distribution and urbanisation and the physical landscape, with notable consequences for internal party cohesion and morale. In the final analysis the relative appeal and popularity of the parties is shown party be the result of how the Nazi organisational model was deployed in practice within each national context.

After the renewal of national independence in 1945 former anti-fascist partisans were among the Czechoslovak Communist Party's most reliable and radical allies. Nevertheless, following the communist coup of 1948, a group of partisans in the rural region of Moravian Wallachia began to mobilise wartime networks and tactics against the consolidating party dictatorship, establishing the Světlana resistance network. Simultaneously, state authorities also drew on partisan practices to reconstitute opposition and resistance in this region as evidence of an international conspiracy that could be understood and prosecuted within the framework of official ideology and propaganda. This article analyses the case of Světlana to examine the politics of people's democracy in Czechoslovakia and explore local dynamics of resistance and repression during the early years of the communist regime.

This article examines the first German PEN Club (established in 1924) as a semi-formal agent of cultural diplomacy after the First World War. It shows that leading figures in the German PEN negotiated a role in the International PEN which blended PEN's ostensibly non-political literary internationalism with the national interests of the young Weimar Republic. It explores their mutually expedient relationship with the German Foreign Ministry their efforts to influence state cultural diplomacy and their use of the International PEN framework to test alternative visions of international order. The article complicates the notion that PEN was an ‘instrument’ or ‘extended arm’ of foreign policy by underlining the agency of PEN intellectuals and by showing how PEN was part of a wider search for new ways to shape international affairs and find ideological compromise in an era often seen through a dominant lens of confrontation and polarisation.

Through bilateral treaties between Moscow, Ankara, Tehran and Kabul, revolutionary diplomacy shaped the ‘Northern Tier’ of the Middle East in the early 1920s. This article argues that the infamous Young Turk leaders, though in exile after the First World War, remained at the centre of a significant moment in transnational revolutionary diplomacy in Eurasia. Based on a hitherto underutilised collection of published and unpublished private papers in juxtaposition with other archival sources, this article illustrates the working of a dual process of internationalism. While campaigning for Muslim internationalism, the Young Turk leaders were able to partake in international politics, but ironically reduced their own legitimacy and capacity as non-state actors by championing revolutionary bilateralism between Turkey, Iran, Afghanistan and Soviet Russia.

In 1936 Mussolini's fascist regime embarked upon an ambitious plan to hold the 1942 World's Fair in a newly built city south of Rome. At the peak of construction in 1939–40 an army of 5,000 workers laboured to complete the city in ‘record time’. The labour utilised to build the new city became a critical public spectacle in the final years of fascist rule, highlighted in films, covered by the press and featured on the itineraries of Rome's most important visitors. This activity was guided not just by the construction of buildings but also the purported fabrication of a distinct Italian fascist worker subjectivity. With the aim of fashioning pliant workers lacking in proverbial ‘class consciousness’, fascist thinkers publicly exhibited Italian workers as fixed within a ‘natural’ hierarchy of ancient Roman origin. In these renderings of the ‘new’ worker, class antagonisms in the modern division of labour were replaced with illustrations of exemplary sacrifice to familial and interpersonal authority with the function of subsuming ‘class interests’ to both employers and the state. In spite of these narratives, fascist aims regularly encountered limits when confronted by real workers, as yielded by an examination of responses to the regime's mandates within the built environment. Although workers never fully embodied this new ‘interiority’, the regime was successful in grounding cultural norms in a constrained field of practice, generating a framework for the domination of labour.

Recent scholarship on post-imperial Eastern Europe has emphasised the continuation of wartime violence in post-war states. Focusing on the early years of the Polish Second Republic, this article considers how the ‘unmixing’ of Eastern European peoples also unfolded in ways not explicitly violent. Specifically, I demonstrate how the sorting of returning refugees on Poland's new frontiers, the culling of personnel from the former imperial civil service and the submission of citizen denunciations helped to disaggregate loyal citizens from hostile foreigners. All of these practices highlight the importance of internal bordering as a process that accompanied the formal drawing of international boundaries in this period.

Under British rule Palestine gradually emerged as the new centre of Zionism. The Zionist centre shifted from Eastern and Central Europe to Mandatory Palestine through a combined process of mass migration and the creation of transnational institutions. By exploring the building of transnational institutions in the 1920's, this article shows how the Labour Zionist leadership in Palestine turned its communities of origin in Eastern Europe into their supporters. With the rapid decline of the former Russian centre under the communist dictatorship, independent Poland emerged as a new centre of Zionism and the labour movement outside Palestine. The two new centres were connected by a dual structure, with Poland as the demographic centre and Palestine the political-cultural one. The dual-centre structure was unique to Labour Zionism, building a mass movement between Eastern Europe and Palestine in the 1930s, and leading ultimately to the transition of power from liberal Zionism to a Labour hegemony.

This article explores the historical factors that allowed a weak state like Spain to have cultural influence in other European countries during the interwar period. Drawing on archival material from several countries, I argue that Spain could not promote systematically its culture in the early 1920s, but that it gained in soft power because of Western European countries’ new interest first in Spanish neutrality and then in the Latin American market. When the Spanish state developed an active cultural diplomacy in the late 1920s, it was able to derive benefit from the work that other countries had already done to promote Spanish language and culture.

The article examines Yugoslavia's and by extension the Non-Aligned Movement's relations with the Middle East, reflecting more broadly on the developmental hierarchies and inner divides between the oil producing and non-oil producing countries within the Movement. The ‘energy shocks’ of the 1970s had a dramatic impact on non-OPEC developing countries and sowed long-lasting rifts in the non-aligned/developing world. The article embeds these events within the debates about the ‘New International Economic Order’ (NIEO), economic decolonisation and the nationalisation of energy resources in the 1970s, but also seeks to provide a longer-term overview of the economic and political relations that non-aligned Yugoslavia sought to forge with the Middle East, in particular with other non-aligned partners such as Egypt, Iraq, Libya and Kuwait. New forms of Cold War developmental multilateralism emerged as a consequence of the energy crisis – the supply of Arab oil to areas which had traditionally relied on Soviet energy not only foreshadowed the emergence of a new hierarchical and dependent relationship between Yugoslavia and the Middle East, it also engendered new forms of economic cooperation and strategic economic multi-alignment through the pooling of resources and expertise from non-aligned, Eastern Bloc states and the United Nations, illustrated here through the Adria Oil Pipeline built in the 1970s and co-financed by Yugoslavia, Kuwait, Libya, Hungary, Czechoslovakia and the World Bank.

This article examines a previously un-researched aspect of nationalist politics, borderland contestation, national indifference and the politicisation of youth and cultural diplomacy in interwar Central Europe: the German–Polish ‘summer vacation exchange for children’ (Ferienkinderaustausch). The Versailles territorial settlement, which left nationalists in both countries in discontent about territories and minority groups remaining in the hands of the neighbour, formed the basis for this venture in cultural diplomacy. Each party gave the other the right to rally ‘its youth’ living on the other side of the border to travel to its ‘motherland’ for summer camp. Focusing on the case study of the heatedly contested industrial borderland of Upper Silesia, this article examines the German–Polish children's exchange on two levels. On the local level it examines how youth were rallied and transported to their ‘motherland’ for the summer and what treatment and experience they received. On the international level it explores the paradox of German–Polish cooperation and the conflict that was an inherent aspect of this venture.

The Berlin Mosque was the first permanent place of Muslim worship in Germany. Never a purely local affair, the construction of the Berlin Mosque depended on the legacies of imperialism and the shifting geopolitical contexts of the 1920s. International diplomats and former Wilhelmine and Ottoman agents living and working in Weimar Berlin made sense of the mosque project through categories and ideas forged in the decades before the First World War. They gradually recalibrated their ambitions when confronted, as they were, with radical transformations of the Muslim world, from the dissolution of the Ottoman Empire and the abolition of the caliphate to the emergence of new political leaders from Arabia to Afghanistan. This article demonstrates how the construction and uses of the Berlin Mosque closely followed how diplomats and other actors, both German and non-German, assessed the geopolitical potential of a German–Muslim alliance in the post-Ottoman, post-Wilhelmine moment.

This article contributes to the debate about the history of the political economy of the European Economic Community (EEC). It retraces the efforts during the early years of the EEC to implement a form of ‘European economic programming’, that is, a more ‘dirigiste’ type of economic governance than is usually associated with European integration. Based on a variety of archives, it offers a new account of the making and failure of this project. It argues that, at the time, the idea of economic programming found many supporters, but its implementation largely failed for political as well as practical reasons. In so doing, it also brings to light the role of economists during the early years of European integration.
